Why else do you think telemarketers, government officials, and collection agencies are able to find you, even if your phone number is unlisted. Some services offer you unlimited lookup options for one flat rate. All of the different cell service providers would contribute their numbers, and the numbers would be made available.

To summarize, if you want to trace cell phone numbers free directories are not going to help you. If you really want to access such records then I believe paying a small fee is a price worth paying.
